Biographies for Guest Speakers
Steven Baker
Mr. Steven Baker serves as Chief of the Arizona Office of Laboratory Licensure and Certification, which performs all on-site inspections for the State’s environmental and clinical laboratories. Mr. Baker worked professionally both as a chemist and a microbiologist before being hired by the Arizona Department of Health Services to launch the Arizona Environmental Laboratory Licensure Program in 1992. The program has regulatory oversight for drinking water, wastewater, hazardous waste, air and bottled water laboratory testing. Mr. Baker is USEPA-certified as both a chemistry and microbiology certification officer and continues to perform on-site inspections. Mr. Baker was a member of the NELAC On-site Committee from 1994 to 2000, and served as its Chair during his last year on the committee. Mr. Baker holds an M.S. in Microbiology from Arizona State University.
Kristin Brown
Ms. Kristin Brown serves as the State of Utah Environmental Laboratory Certification Program Manager, which oversees the state’s NELAP Accreditation Program. Ms. Brown worked professionally both as a chemist and project manager before starting with the Utah Department of Health in 2001. The program oversees laboratories in the State of Utah and around the country. Ms. Brown is USEPA-certified as both a chemistry and microbiology certification officer, and a NELAP lead evaluator. Ms. Brown is a current member of the TNI Laboratory Accreditation System Executive Committee, Laboratory Quality Systems Expert Committee and the NELAP Accreditation Council. Ms. Brown graduated from the University of Dayton.
Andy Eaton, Ph.D., BCES
Dr. Andy Eaton is the Technical Director and Vice President of Eurofins Eaton Analytical Inc. (EEA), the nation's largest commercial lab focused on potable water analysis. EEA is part of Eurofins, a global lab testing company focused on the environmental, food, and pharmaceutical industries, with more than 200 labs in 36 countries. He has been at EEA for more than 35 years in a variety of roles. Dr. Eaton received his Ph.D. in geochemistry from Harvard University and completed postdoctoral work at CalTech. He has served on numerous state, federal, and industry work groups dealing with environmental measurements and regulations and has more than 100 publications and presentations. Eaton serves as a member of the Joint Editorial Board of Standard Methods for the Examination of Water and Wastewater, and is also chair of the Journal Editorial Board for the Journal of the American Water Works Association (JAWWA).
Rich Gossett
Mr. Rich Gossett is owner and Technical Director of Physis Environmental Laboratories in Anaheim, Calif., and Director of the Institute for Integrated Research in Materials, Environments, and Society (IIRMES) at California State University, Long Beach. Mr. Gossett has spent his career researching, developing and leading the modification of cutting-edge, performance-based methodologies, and then applying those methods to research and regulatory management communities in projects as far away as Antarctica, Lake Baikal, South Africa, Israel, American Samoa, Hawaii and Alaska — as well as the contiguous United States. He has played a field-wide, renowned role in the development of and advances in environmental analytical chemistry. He has provided laboratory services in support of both USEPA’s National Environmental Monitoring and Assessment Program, as well as for similar regional programs like the Southern California Bight Regional Monitoring Program, often serving as Chair of the Chemistry Technical Committee for the latter.
David Kimbrough, Ph.D.
Dr. David Kimbrough is the Water Quality Manager for Pasadena Water & Power. He has previously worked for the Castaic Lake Water Agency, the California EPA, California Department of Health Services, and Cal OSHA. He obtained his doctorate and master’s degree from the UCLA School of Public Health. He is active in a variety of organizations and committees involved in the water community, including chromium 6, perchlorate, laboratory accreditation, and NPDES permitting.
Judith R. Morgan, MS, REM
Ms. Judith Morgan is Vice President and Chief Regulatory Officer for ESC Lab Sciences. She is responsible for the design and implementation of company programs for Regulatory Compliance, which includes Quality Systems, Green initiatives, Ethics and Confidentiality, Safe Practices, and Waste Disposal/Minimization. An experienced analyst in organic and inorganic methods, she directs the regulatory technical staff, and oversees accreditations and audits. Ms. Morgan holds a B.S. in Chemistry and an M.S. in Analytical Chemistry with research completed at Vanderbilt University. She serves on the Board of Directors for ACIL, TNI, and A2LA, and is the former Chair of the EPA ELAB Federal Advisory Committee. In addition to her Board involvement, she serves on a number of committees in support of national accreditation activities.
