Building capacity for implementing environmental flows
From Framework to Flows is a statewide initiative to build capacity for implementing the California Environmental Flows Framework (CEFF). CEFF provides science-based guidance for setting and managing environmental flows – streamflows that support healthy ecosystems while balancing human water needs.
This project builds on CEFF to develop and refine tools, guidance, and strategies that support sustainable water management across a wide range of decisions—from permitting and planning to conservation and flow restoration.
Our goal is to make CEFF more usable, actionable, and accessible for agencies, practitioners, and communities across the state. By advancing technical tools, synthesizing insights from case studies, and engaging stakeholders throughout the process, we aim to ensure that environmental flow decisions are grounded in science and aligned with on-the-ground management needs.
